Neil Albert – Vice Chairman, MCR, LLC
Neil F. Albert is the Vice Chairman of MCR, LLC, a company specializing in strategic planning, cost/schedule analysis, acquisition management, and program assessment.. Having served in numerous positions at MCR for almost 25 years, Mr. Albert manages and performs management consulting, business analysis and forecasting, and information system support activities for the Federal government and industry clients. Prior to MCR, he was Director of Cost Estimating and Analysis at Textron Defense Systems where he was responsible for life cycle cost analysis, Design-to-Cost, economic analysis, and cost estimating and pricing for all programs. During his career, Mr. Albert has also provided cost, financial, and program management support to numerous organizations including the Department of Energy, Corps of Engineers, Department of Defense, Federal Aviation Administration, and NASA.Mr. Albert is one of the leading experts in the development and implementation of a Work Breakdown Structure (WBS). For over 25 years Mr. Albert has been the principle author for the Department of Defense’s military standard on Work Breakdown Structures (MIL-STD 881: Work Breakdown Structures for DoD Materiel Items) and subsequent conversion the MIL-STD to a Military Handbook (MIL-HDBK 881) due to acquisition reform. He was a contributor to the Project Management Institute’s (PMI) Work Breakdown Structure Practice Standard and an author of the PMI Earned Value Management (EVM) Practice Standard Second Edition.Mr. Albert has more than 35 years of professional experience. Brian Alford – Operations Research Analyst, Booz Allen Hamilton
Brian Alford is an operations research analyst at Booz Allen Hamilton currently supporting the Marshall Space Flight Center’s Engineering Cost Office as a cost analyst. Ian Anderson – Senior Cost Analyst, Naval Center for Cost Analysis
Mr. Anderson is a Senior Cost Analyst for the Naval Center for Cost Analysis (NCCA). He has spent the last 5 years at NCCA as a team lead for several of the Navy’s Independent Cost Estimates and Service Cost Positions on various programs including: the Global Command and Control System – Maritime (GCCS-M) program, the Consolidated Afloat Network Enterprise System (CANES) program, and the Large Aircraft Infrared Countermeasures (LAIRCM) program. On a day-to-day basis Mr. Anderson is responsible for setting goals, measuring outcomes, and directing tasking for small (2-6 analysts) teams of analysts at NCCA. Since joining NCCA, Mr. Anderson has been responsible for estimating 13.5 billion dollars. Prior to joining NCCA, Mr. Anderson worked for 3 years at the NAVAIR 4.2 Cost Competency where he developed the H-1 Milestone III production cost estimate under significant scrutiny due to Nunn-McCurdy pressures. Satisfying major concerns by the OSD Cost Analysis Improvement Group (CAIG) and the Defense Advisory Board (DAB) Mr. Anderson’s work accounted for 9 billion dollars and 349 aircraft.
Remmie L. Arnold – Cost Analyst, Technomics, Inc.
Remmie Arnold has five years of professional experience in cost estimating and analysis in the public and private sectors and is a Certified Cost Estimator Analyst (CCE/A). He is currently involved in the development of a PBL BCA for the USA/USMC JLTV program as well as an AoA for USA LCM-8 replacement program MSV(L). Remmie also helped produce Records of Analysis (ROAs) in support of the Government Accountability Office (GAO) for Architect of the Capital (AOC) renovation programs on the Capital Dome and Cannon House Office Building.Since joining Technomics, Remmie has taken active roles in capabilities database and software development, software growth and schedule estimation, creation of training materials, and collection and organization of systems data. David A. Bach is the Director of Business Analytics for Quantech Services, Inc. He has over 15 years as a cost estimator and project manager in acquisition, and over 30 years in the DoD. Joe Bauer – Solutions Consultant, PRICE Systems
Joe Bauer joined PRICE Systems as a Solutions Consultant after more than twenty years of service in the United States Air Force. He supports Air Force customers at Wright-Patterson Air Force Base, Ohio, by providing classroom training, consulting, and evaluating and modifying training course content as new modeling capabilities are fielded for PRICE Systems’ cost estimating solutions. Prior to joining PRICE Systems, Joe was the lead hardware modernization estimator for the F-22 Raptor program office.
James Black – Cost Analysis Division, NASA
James “Jay” Black has 11 years of cost estimating experience and currently works as senior operations research analyst / team leader for Naval Sea Systems Command 05C Cost Engineering & Industrial Analysis. In this role, he supports Program Executive Office Integrated Warfare Systems. Jay has a Masters in Systems Engineering from the Johns Hopkins University. He holds a current CCE/A certification and Level III certification in Business – Cost Estimating from the Defense Acquisition University.

William Black currently works for Scitor, where he has supported multiple customers throughout the intelligence community. David Bloom – Senior Engineering Manager, Raytheon Space and Airborne Systems
David Bloom has worked for Raytheon Space and Airborne Systems as a Senior Engineering Manager since 2008, where he is the cost estimation subject matter expert for the electronics center of SAS. He has developed parametric models for all Electronics Center products. After graduating from the University of California at Davis in 1983, Mr. Bloom worked for the Naval Weapons Center, Lockheed Martin, and Lawrence Livermore National Labs.
Barry Boehm – Professor Emeritus, University of Southern California
Dr. Barry W. Boehm is an American software engineer, TRW Emeritus Professor of Software Engineering at the Computer Science Department of the University of Southern California, and known for his many contributions to software engineering. Barry received his B.A. degree from Harvard in 1957 and his M.S. and Ph.D. degrees from UCLA in 1961 and 1964, all in Mathematics. He also received an honorary Sc.D. in Computer Science from the U. of Massachusetts in 2000.
Blake Boswell – Analytic Tool Developer, Booz Allen Hamilton

Peter Braxton – Senior Cost Analyst and Technical Officer, Technomics, Inc.
Peter J. Braxton is a Senior Cost Analyst and Technical Officer at Technomics, Inc., where he has supported the Air Force Cost Analysis Agency (AFCAA), Naval Center for Cost Analysis (NCCA), and Office of the Deputy Assistant Secretary of the Army for Cost and Economics (ODASA-CE) on data collection and cost research efforts, and Defense Acquisition University (DAU) on curriculum development.He is a Certified Cost Estimator/Analyst (CCEA) and currently serves as Vice President of Professional Development for the International Cost Estimating and Analysis Association (ICEAA). He has taught extensively at government, corporate, and society training events throughout the United States, Europe, and Australia.He holds an AB in Mathematics from Princeton University and an M.S. in Applied Science (Operations Research) from the College of William and Mary. Christina Brims – Representative, HQ AF Space Command, Air Force Cost Analysis Agency
Christina Brims currently serves as the AF Cost Analysis Agency’s (AFCAA) representative to HQ AF Space Command (AFSPC). In this position, she is the liaison between AFCAA in Washington DC, Space and Missile Center in Los Angeles, and command leads and action officers at AFSPC for space programs acquisition cost. Formerly Ms Brims worked as a budget analyst for NORAD and US Northern Command pioneering financial aspects of DOD’s support of civil authorities and homeland defense. Not a stranger to the joint arena, Ms Brims was assigned as chief of financial management for Missile Defense Agency’s Joint National Integration Center at Schriever AFB. She expanded her financial career knowledge by serving a career broadening assignment with AF Audit Agency. Prior to her assignments in Colorado, Ms Brims worked as a cost analyst on staff at Air Armament Center and for the Advanced Medium Range Air-to-Air Missile (AMRAAM) Joint System Program Office at Eglin AFB Florida. She also led AMRAAM’s Foreign Military Sales financial team managing over 40 cases for 22 countries. With the US Army in Europe, she served as a Program Analyst at the support command headquarters and as Management Analyst at the Army’s premier medical center. Outside DoD she was director of research at a 2-year college. She holds a BA from University of Colorado, an MBA from University of West Florida, and a Graduate Certificate in Homeland Defense from University of Colorado at Colorado Springs. In the Acquisition Professional Development Program, she is certified Level III in both Business-Cost Estimating and Business-Financial Management.
Erik Burgess – President, Burgess Consulting Inc.
Erik Burgess has provided cost estimating and program support to the National Reconnaissance Office since 1995, and prior to that he supported space programs at the USAF Space and Missile Systems Center as an engineer and cost estimator. He is the president of Burgess Consulting Inc., and has also served with The Aerospace Corporation, PriceWaterhouseCoopers, and MCR, LLC. Erik earned his M.S. and B.S. in Mechanical Engineering from the Massachusetts Institute of Technology.

Enrique Campos-Náñez is currently a Senior Software Engineer at The Epsilon Group, where he is in charge of development of modeling and simulation software for pharmacokinetics. He lectures on system dynamics, modeling and optimization for The George Washington University. She has developed Cost Estimates/Analyses for Acquisition Category Identification (ACAT ID) and Major Systems Acquisition (MSA) Programs while supporting the oversight cost groups. Kevin Cincotta – Technical Director, ICF International
Kevin Cincotta joined ICF International as a Technical Director in November 2013. His primary areas of expertise are cost analysis, database creation and management, and statistics. Mr. Cincotta currently serves as the Programmatic and Financial Analysis Task Lead as part of ICF’s larger support to the Air Force Air Mobility Command (AMC) Enterprise Learning Office (ELO). Prior to November, Kevin was Division Operations Manager and Technical Officer at Technomics, Inc., where his primary clients included the Defense Acquisition University (DAU), Department of Homeland Security (DHS), and Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE). In addition, Kevin created the Technomics Training Institute, which trains junior and mid-level costs analysts with the aim of building core knowledge and facilitating professional certification.Prior to joining Technomics, Mr. Cincotta was a Research Fellow at LMI (formerly the Logistics Management Institute). He led myriad projects for clients in the Departments of Defense and Homeland Security. Dr. Bradford K. Clark is Vice-President of Software Metrics Inc., a Virginia based consulting company. Marie Colitti Riggle has over 29 years of Federal Government service in a variety of analysis areas with over 17 years specific to cost analysis. Her expertise in cost analysis resides in contract and proposal evaluation. She received a BS in Mathematics from Virginia Polytechnic Institute and State University (Virginia Tech) and an MS in Industrial Systems Engineering from the same school. She is DAWIA SPRDE Level III certified and serves as a cost SME for the cost group at NSWC Dahlgren Division.
Kathryn Connor – Cost Analyst, RAND
Kathryn Connor is a Cost Analyst at RAND that has led and contributed to a variety of cost evaluations and models. Her studies include evaluating VA’s medical foster home program, analyzing cost of alternatives for an undersea clandestine insertion, estimating the cost implications of autonomous technologies on military units, and estimating the cost of service oriented architecture. While working for the Navy, he advanced the capabilities of Navy cost analysis through extensive research in the development of cost analysis databases and cost estimating relationships.Tom graduated from the University of Pittsburgh in 1992 with a BS in Industrial Engineering and earned a Master’s of Engineering Administration from Virginia Tech in 1997. In 2012 he was SCEA’s Cost Estimator of the Year for Management, is a Certified Cost Estimator/Analyst (CCE/A) and remains an active member of International Cost Estimating and Analysis Association (ICEAA). Jason Dechoretz – Chief Strategy Officer, MCR, LLC
Mr. Jason Dechoretz has been with MCR since 1991 and currently serves as Chief Strategy Officer (CSO). As CSO he manages MCR’s execution of its Strategic Plan, develops and advocates the MCR Brand, and supports service delivery and business development effort. Previously Mr. Dechoretz led MCR’s Federal practice and built out and matured its business development department. He has played significant roles developing formal Program Office Estimates (POE) and Independent Cost Estimates (ICE) major Intelligence, Space and Weapon System acquisition programs, primarily using parametric estimating methods. He developed methodologies to link risk management with earned value management and created a tool that allows decision makers to evaluate the combined impact of cost and schedule risk. Mr. Dechoretz was either the project leader or principal statistician for a dozen research efforts which resulted in the creation of validated parametric models or recalibration of existing models. These tools ranged from satellite payloads, avionics development and integration, general hardware development and maintenance, and software development. He has presented papers and training classes at over 25 national and international conferences including ISPA, SCEA, DoDCAS, and INCOSE. In addition he has provided technical training to various members of the Intelligence Community, NATO, UK MoD, MITRE, Lockheed Martin, and BAE Systems. Mr. Dechoretz currently supports the ICEAA Board of directors through inter-organization outreach. He previously served on ISPA’s Board of Directors for seven years, with the last five as Chairman. David Eck – Director, Dixon Hughes Goodman
David Eck has more than 33 years’ experience working in the government accounting and estimating fields. Currently, he is a Director at Dixon Hughes Goodman. He has extensive knowledge and experience in all aspects of government laws and regulations, including the Federal Acquisition Regulations, individual agency supplements to the FAR, the Truth in Negotiations Act, the Cost Accounting Standards, and the Office of Management and Budget (OMB) Circulars. Prior to working with Dixon Hughes Goodman, David worked over 30 years with the Defense Contract Audit Agency (DCAA) at field, regional and headquarters offices. Over the last several years, he was the Regional Director of DCAA’s Central and Mid-Atlantic Regional Offices and responsible for auditing over 100 major contractors and several thousand smaller contractors. He led the development of the Parametric Estimating Manual, which contributed significantly to improving estimating techniques to price government contracts. Mohamed Elghefari – Pasadena Applied Physics
Mohamed Elghefari founded Pasadena Applied Physics (PAP) in March 2014 as an aerospace engineering consulting firm. Prior to that, he spent over twelve years in the aerospace industry and has a wide range of expertise in the areas of space mission architecture and concept development, space radiation effects, and cost modeling and research. He performed independent technical assessments and cost evaluations of various NASA and Air Force programs. He was a systems engineer at the NASA Jet Propulsion Laboratory where he helped develop proposals for future planetary and deep space missions. Prior to that, he worked as a mission assurance engineer, where he assessed and tested the effects of space radiation on advanced microelectronic, power, and optoelectronic devices at different particle accelerators and radiation source facilities. Marc Greenberg – Operations Research Analyst, Cost Analysis Division, Office of Evaluation, NASA Headquarters
Marc Greenberg has been working for NASA’s Cost Analysis Division (CAD) since October 2012. At NASA, he is helping the Space Technology Mission Directorate (STMD) improve its cost estimating methods, facilitates the NASA Cost IPT and provides decision-support to NASA leadership. Prior to being hired by NASA, Mr. Greenberg worked for the Department of Homeland Security (DHS). At DHS, he helped programs implement and/or improve their cost estimating practices. His efforts included policy development, consolidating best practices, providing cost-specific guidance, conducting workshops and providing on-site support. He also provided cost oversight and guidance to a variety of programs within DHS’ National Protection and Programs Directorate (NPPD).
Mr. Greenberg worked for the Naval Center for Cost Analysis (NCCA) from November 2008 to June 2011. At NCCA, he performed cost assessment of ship concepts, developed cost estimates for the Navy’s Enterprise Resource Planning (ERP) program and led a one-year effort estimating Operating & Support costs for Ballistic Missile Defense. In October 2010, Mr. Greenberg became NCCA’s Cost Research Branch head where he led efforts on improving existing cost methods, revising DoN cost policy and facilitating Collaborating Cost Research Group (CCRG) meetings.
While working for the Defense Acquisition University (DAU) from October 2005 through October 2008, Mr. Greenberg taught acquisition professionals the principles of cost analysis and was involved in the development and delivery of various course curricula. Prior to teaching at DAU, Mr. Greenberg worked as a cost analysis for the Naval Sea Systems Command (NAVSEA, Carderock) for fourteen years. At NAVSEA Carderock, he conducted cost studies on Navy ships, submarines and emerging technologies. His efforts concentrated in risk analysis, cost modeling, technology cost and cost-benefit analysis. Mr. Greenberg also served on co-located cost teams that supported acquisition efforts for the New Attack Submarine Program, Future Aircraft Carrier Program and the Littoral Combat Ship Program.
Prior to his career with the Navy, Mr. Greenberg worked as an electronics engineer for the US Army Information Systems Engineering Command where he provided support in simulation, design and construction of high frequency and microwave communication systems.
In 1987, Mr. Greenberg received his bachelor’s degree in ceramic science and engineering from the Pennsylvania State University. In May 1998, he received his master’s degree in engineering management from the George Washington University. Mr. Greenberg is professionally certified by the International Cost Estimating and Analysis Association (ICEAA) as a Cost Estimator/Analyst and is Level III certified in Business – Cost Estimating (BUS – CE). In 2003, he joined the Omega Rho International Honor Society, an organization that recognizes academic achievements in operations research and management science.

Hamid Habib-Agahi has a Bachelor Degree in Electrical Engineering and a Doctorate in Mathematical Economics from Purdue University. Greg Hogan is currently the Senior Technical Expert at the Air Force Cost Analysis Agency. His time is split leading Air Force wide action teams and as the Technical Advisor to the AFCAA Space Division. In this capacity, he directly participates in the formulation and review of cost estimates and leads various projects targeting cost analysis deficiencies across the Community.Mr. Hogan is a recognized instructor of Cost Estimating & Analysis to audiences from the Department of Defense, Department of Commerce, Intelligence Community, NASA, and Industry. Throughout his career with several companies, he has prepared life cycle cost estimates for U.S. Army training devices, F-16 training equipment, F-22 competition and production pricing both as air frame and electronic supplier, F-35 electronics competition and several major strategic acquisitions. Currently, his focus is manufacturing estimating methods and implementing a consistent and compliant model for preparing proposals.Additionally, Chuck is EVMS trained and performs cost reporting and program baselines for weekly earned value programs with superior performance. Robert Nehring – Cost Analyst, Technomics, Inc.
Mr. Nehring is a cost analyst for Technomics, where he has developed many tools, databases, and cost estimates for programs throughout the Department of Defense and Department of Homeland Security, including the Army, Navy, Air Force, Marine Corps, and Coast Guard. He has become a recognized innovator in the field, and in 2013, he was named National Cost Estimator/Analyst of the Year for Technical Achievement by the International Cost Estimating and Analysis Association (ICEAA). He was the inventor of the innovative data graphic called Galaxy Charts, which enables simultaneous display of costs and other information for an entire work breakdown structure. He wrote a paper about Galaxy Charts and won Best Conference Paper at the 2012 SCEA/ISPA Joint Annual Conference & Training Workshop. He is the architect behind the O&S Visual Analysis Tool, which allows estimators in the Army, Navy, and Air Force to see and interact with O&S costs in a dynamic way. He was also heavily involved in building both submarine and surface combatant performance based cost models for the Navy. In addition, he has developed many other innovative data visualization techniques, cost-related tools, and relational databases. He currently supports the Coast Guard’s Offshore Patrol Cutter, the OSD CAPE, and Navy VAMOSC. Mr. Nehring holds both undergraduate and graduate degrees in Industrial and Systems Engineering from Virginia Tech and is an ICEAA-Certified Cost Estimator/Analyst (CCEA).

Eric Plumer has 17 years of cost analysis experience. He directs and manages NASA’s Cost Analysis Data Requirements (CADRe) program within the Office of Cost Evaluation at NASA HQs. As the lead for CADRe, he is responsible for planning, prioritizing, funding, and directing, supporting data collection, and review and approval on dozens of CADRe events for both on-going and historical flight projects at NASA. Virginia Stouffer – Program Mangaer, LMI
Virginia Stouffer is a program manager at LMI, where she leads the aviation and operations research group. The group’s work includes benefit–cost analyses; capacity modeling; and environment, safety, airline economics, and air traffic management simulation. Ms. Stouffer has a master’s of science in electrical engineering from Virginia Tech and a master’s of arts in economics from George Mason University. He then moved to a newly-created parametric estimation group at Boeing’s helicopter division. Later, he was a cost engineer at both Unisys and G.E. Aerospace (now Lockheed Martin). He then became a principal in several new commercial ventures within engineering and information systems, as well as a product manager and consultant for business strategy. He has earned graduate degrees in Engineering, Statistics, Computer Science, Marketing and Finance, with an undergraduate degree in Mathematics. He has also had PMP, Six-Sigma and Agile-Scrum training.
Nicole Sullivan formerly Barmettler – Cost Analyst, BCF Solutions
Nicole Barmettler is a Cost Analyst at BCF Solutions. She currently supports the Missile Defense Agency providing cost estimates for various military construction projects throughout the world. Prior to joining BCF Solutions, she supported a commercial/residential development company for six years as the Executive Assistant to the CEO. Mrs. Barmettler has an MBA from University of Alabama in Huntsville. She is currently serving as Publicity Chairperson for the Greater Alabama ICEAA Chapter.
Denton Tarbet – Senior Consultant, Galorath Incorporated
Dr. Denton Tarbet is a Senior Consultant with Galorath Incorporated. His research area at U of Houston was Optimum Control Theory and he has over 40 years experience in systems and software engineering, successfully managing projects with management responsibilities as Director of Engineering, Chief Technical Officer and Vice President of Engineering. He has performed size and effort estimation projects for NASA, Air Force, Navy, Republic of South Korea, multiple contractors, and commercial companies.
Jennifer Tarin – Operations Research Analyst, Missile Defense Agency
Dr. Jennifer Ann Tarin is an Operations Research Analyst with the Missile Defense Agency. She has worked directly with the Cost Estimating and Analysis Director, Dr. Christian Smart, and Technical Director, Mr. Paul Tetrault, to develop and author a discussion paper on kill vehicle Work breakdown structure. Dr. Tarin earned her B.S. degree in Mathematics from Texas Woman’s University and both M.S. and Ph.D. degrees in Computational and Applied Mathematics from Southern Methodist University.
Jean-Ali Tavassoli – Cost Analyst, Naval Surface Warfare Center Carderock Division
Jean-Ali Tavassoli is a cost analyst for the Cost Effectiveness Branch at the Naval Surface Warfare Center Carderock Division where he has worked since 2010. He has developed cost estimates for surface combatants and auxiliary ships. He is Deputy Program Manager of the Operating and Support Cost Analysis Model (OSCAM) Program Office. He has Bachelor’s degrees in Mathematics and Economics from the University of Virginia, and a Master’s in Operations Research from George Mason University.
Paul Tetrault – Technical Director, Missile Defense Agency
Paul Tetrault currently serves as the Technical Director for the Cost Estimating and Analysis Directorate at the Missile Defense Agency (MDA). He has over twenty years of experience in cost estimating. Paul has supported numerous Missile Defense Agency programs, most notably the Kinetic Interceptor. He has also led cost analyses for Navy programs and Joint Strike Fighter.
Alex Thiel – Operations Research Analyst, Naval Center of Cost Analysis
Alex Thiel is an Operations Research Analyst for the Naval Center of Cost Analysis. He graduated from Ohio State University earning his Bachelor’s Degree in Engineering. Alex has contributed to the software maintenance estimating research group analyzing actual historical data. He has also supported major automated information systems and major defense acquisition programs, determining life cycle cost. He plays the guitar in his church band and is an avid runner.
Kyle Thomas – Operations Research Analyst, TASC, Inc.
Kyle Thomas, an Operations Research Analyst at TASC, Inc., has provided cost and risk analysis support to the Office of the Director of National Intelligence, the National Geospatial-Intelligence Agency, and the U.S. Navy Space and Naval Warfare Systems Command. Prior to joining TASC, Kyle was an analyst at Scitor Corporation. Michael Thompson – Director, Cost and Performance Management, Cobec Consulting, Inc.
Michael Thompson has been a part of the cost estimating, analysis, scheduling, and earned value community for 30 + years and has worked for a number of defense contractors either as an employee or consultant, as well as various Government agencies. Currently Mr. Thompson is supporting the FAA a Director, at Cobec Consulting. His responsibilities include providing guidance, as a Subject Matter Expert, on EVM and schedule matters.
F. Gurney Thompson III – Cost Research Analyst, PRICE Systems
F. Gurney Thompson III is a cost research analyst at PRICE Systems. Recently, he led a major effort enhancing tools for electronics cost estimation. In 2010-2011, Gurney was the primary architect of solutions for estimating total ownership cost at PRICE Systems. Gurney was a major contributor to a study in 2009-2010, where he analyzed cost implications of Service Oriented Architecture. Gurney graduated with a B.S. in Systems Engineering from the University of Virginia in 2007.

Samuel Toas is a member of the Aerospace Engineering Cost Competitive (ECC) COE at Northrop Grumman supporting various initiatives for advanced programs. He was previously employed as an Associate Technical Fellow for TASC and provided cost support for the Air Force Cost Analysis Agency (AFCAA) Space Division and Naval Engineering Logistics Office (NELO). Mr. Toas has several years of experience working for Intelligence Community and Department of Defense customers, performing cost estimating, risk analysis, and model development on various Space and AIS programs. Mr. Toas has an engineering background and started his career as a Research Manager for an industrial turbine manufacturer. Mr. Toas previously taught and presented at the 2008-13 SCEA National Conferences. He is also a participating member of the Joint Space Cost Council Risk Team. Harold graduated from the university of Groningen in business economics in 1997 and he has worked in information technology ever since. His work is all about measuring and estimating fixed-date and fixed price software projects. He is the current president of the International Software Benchmarking Standards Group (ISBSG) and an enthusiastic promoter of parametric software project estimation and benchmarking practices in the IT industry.Harold is an expert in the software functional sizing methods FPA and COSMIC and he is a certified practitioner in both methods. Furthermore he is an expert in different software estimation models and benchmarking practices. Ms. Williams has over thirty years of experience with space system cost estimating. She has been the Wyle Program Manager for the NRO CAAG SETA support contract for the last five years. Through her experience at Wyle, Lockheed Martin, Futron, Harris and L-3 Communications she has developed numerous space system cost models, collected and normalized data, contributed to USCM data collection activities, conducted Price to Win analyses, participated in satellite industry demand based forecasts, and developed numerous economic and strategic planning analyses. She has co-authored several papers focused on Commercial Satellite Market and Price Analyses. She has an MBA from Rider University and a BA in Economics from Rutgers University. Steve Wilson – PP&C Analyst, NASA
Steve Wilson serves as a PP&C analyst for both NASA’s Commercial Crew Program and Orion Program. Prior to that, he served as NASA’s Constellation (lunar) Program’s JCL and cost estimate integrator. He is the recipient of four JSC Center Director’s Awards for Innovation: an individual award for his work on NASA’s JCL methodology, a team award for his leadership of the Commercial Crew cost estimating effort, and two team awards for contributions to Constellation cost estimating and JCL work.
Melissa Winter – Solutions Architect, PRICE Systems
Melissa Winter has been a Solutions Architect with PRICE Systems for over 2 years, where she acts as the Primary Solutions Architect for the Western US. She has supported PRICE users in the US and the UK, including Defense and Commercial Contractors, as well as Government Estimating groups by providing Training and mentoring, and also contributed to the development of various training programs.Before her time at PRICE, Melissa Spent 3 years as a Cost Engineer at Raytheon SAS in El Segundo, supporting parametric estimates from many business areas, including Intelligence, Surveillance and Reconnaissance systems, and Space Systems.Melissa also spent 5 years at Northrop Grumman Space Technology involved with Launch System Integration, System Operations Engineering, as well as Pricing and Cost Analysis. Brianne Wong is a consultant at Booz Allen Hamilton. She graduated from Loyola University Maryland with a B.S. in mathematics in May 2013. Kevin C. Woodward is a Fellow with the Lockheed Martin Corporation’s Information Systems and Global Solutions (IS&GS) business unit.
