Sustainment Analysis Methodology for Cost Models and Business Cases

Government legacy infrastructure systems often require detailed sustainability analyses – historical parts failures analysis, parts’ procurement, end-of-life, and economic analyses – to (1) forecast the optimum date for an acquisition to replace aging infrastructure with a New Investment or Tech Refresh, (2) conduct a cost-benefit analysis to justify further F&E investment, and (3) provide a standard sustainment cost estimate (procurement, corrective and preventative maintenance) for government acquisitions. Program offices utilize sustainment data and analyses to justify future investments. Second level engineering uses sustainment analysis to evaluate strategic sustainment options. And, F&E budget offices evaluate investment urgency based on legacy system, end-of-life cost estimates. Understanding factors, process methodologies, and sustainment analyses drivers can help cost estimators make data-driven decisions and demonstrate the criticality of infrastructure replacement projects. Using a proven approach of research, parametrics, and software algorithms, the team demonstrates an optimum process and approach for sustainment analysis.

George Bayer
Cobec Consulting, Inc.

George Bayer, a Senior Director at Cobec Consulting with over 20 years of Finance experience, manages cost and benefits estimating teams for Federal Aviation Administration (FAA) acquisitions. Prior to the FAA, Mr. Bayer led economic analyses and DCF valuations at BP and ConocoPhillips and financial management at Disney. Mr. Bayer has a BSBA in Finance and English from the University of Florida and an MBA from the University of Texas at Austin in Corporate Finance.

Austin Lutterbach
Cobec Consulting, Inc.

Austin Lutterbach, an analyst and data scientist at Cobec Consulting, conducts data and sustainment analyses for major Federal Aviation Administration (FAA) acquisitions. He has a BS in Mathematics and Statistics from Purdue University and a MS in Operations Research from Cornell University. In various academic research projects, he has designed statistical software and utilized linear programming, machine learning, and R to develop optimization models.
