I am currently the ICEAA Board Executive Vice President, actively involved in the ICEAA workshop planning for over a decade, a CCEA® with over 17 years of Department of Defense acquisition cost estimating experience, and have been extremely active in my ICEAA involvement. In addition to serving on the Workshop committee as chair/co-chair for many years, I have held two positions on the International Board, first as Secretary for the 2019-2021 board and most recently as the Executive Vice President for the 2021-2023 Board. I have spent my career supporting Navy, Air Force, and Army programs with various aspects of project management, strategic planning, and cost estimating support. At SPA (previously MCR), I teach our internal training classes for cost estimating, have not only pushed to get more of our analysts certified but have also helped with the CEBoK study for the CCE/A exam, and have been a vocal advocate for ICEAA involvement with all Cost Estimators. I graduated in 2005 from Virginia Tech with a B.S. in Applied Computational Mathematics. I currently live in a suburb of Tampa, Florida with my husband, 2 sons, and 2 dogs.

Board Nomination – International President
I am currently seeking the position of Executive President of the ICEAA board because I believe passionately in the mission of ICEAA. As a member of the ICEAA executive committee since 2019, I am familiar with the expectations of the duties and time commitment required of the President and have a vision of how we can continue to ensure our success in the ICEAA mission. I believe our full focus should be in the promoting and furthering the profession of cost estimating and analysis with the primary goal of fostering the professional growth of our members in cost estimating, cost analysis, and allied fields. I believe there is much we could do to further the visibility of our organization such as becoming a bigger role early in an analyst’s career, supporting the development of new ICEAA training, working with industry, government, and international leadership to become advocates for ICEAA, and actively work to bring in new members from previously underrepresented communities. Since joining the board I have tried to introduce novel ideas to the board and our community at large, focusing not just on the analytic nature of our profession but also trying to train better communication as estimators and empowerment of the teams we lead. If I am chosen to be the President of ICEAA, I will follow in the leadership philosophy of Nitin Nohria, Dean of the Harvard Business School 2010-2020, “communication is the real work of leadership”. I view that we want more engagement from all ICEAA members, the ICEAA Board needs to be more open and approachable with the goal of making sure we are an organization members truly feel included in and comfortable with sharing their ideas.

Kellie Wutzke (CCEA®) is a senior consultant with over 17 years of experience in the field of operations research and cost estimation. Kellie has worked for the US Army, GSA, and the FAA serving in recent years as an expert in cost estimation and program management. Since 2019, she has served as Region 5 Director on the 2021-2023 ICEAA International Board of Directors as well as the CEBoK Principal. She has a BS in Applied Mathematics, a BS in Biochemistry, Biophysics and Molecular Biology, and an MS in Data Analytics from CWU. She is currently an Associate Director at Cobec Consulting as well as an adjunct professor at Central Washington University and a doctoral candidate, IT Data Analytics, at City University of Seattle.

I wish to continue serving on the ICEAA Board of Directors to continue to help develop and improve the CEBoK as well as grow the organization. I have been involved with ICEAA since early in my career, and I value the professional network and body of knowledge that the ICEAA community provides. In my time as Region 5 director, I learned a lot about how the organization runs and how conferences are organized. I also saw how resilient the community was as we worked to recover from the incredibly challenging impacts of COVID-19. I want to continue to support regions which need re-energizing, such as the region I have been directing, Region 5, as well as continue to offer my time and expertise to update and improve the CEBoK. I feel that I have still have much to offer ICEAA, and I would be honored to continue to serve the Board of Directors in this new capacity.

Ms. Minkiewicz is a software measurement expert dedicated to finding creative solutions focused on making software development professionals successful. She has over 37 years in the software cost estimating industry researching all aspects of the software development process and providing thought leadership to the software community. Ms. Minkiewicz is the Director of Cost Research at Unison Cost Engineering (formerly PRICE Systems, LLC). In this role, she leads the cost research activity for the TruePlanning® suite of cost estimating products and related services that Unison Cost Engineering provides.

Ms. Minkiewicz has an MS in Computer Science from Drexel University and a BS in Electrical Engineering from Lehigh University. She has published many articles on software measurement and estimation in Software Development, Crosstalk, and the Journal of Software Technology and has been a contributing author for several books including “Systems Cost Engineering” (Glower, 2010), “The Closed Loop: Implementation Guide for Activity Based Budgeting” (CAM-I, 2004) and “IT Measurement: Practical Advice from the Experts” (Addison Wesley, 2002). Her research is frequently cited in technical papers and presentations and she holds a patent for research conducted into the estimation of object-oriented software.

She frequently presents at industry conferences on many topics associated with hardware, software and systems estimation and has received numerous best paper awards for her research papers. She is a member of the International Cost Estimating and Analysis Association (ICEAA), Military Operations Research Society (MORS) and Institute of Electrical and Electronics Engineers(IEEE) and has served on committees setting standards and best practices for estimation, measurement, and benchmarking with the Software Engineering Institute (SEI), Project Management Institute (PMI), the international Cost Estimating and Analysis Association (ICEAA), and The Consortium for Advanced Manufacturing International (CAM-I). In 2012, Ms. Minkiewicz received the ISPA Frank Frieman Lifetime Achievement Award for her contributions to the estimation community. She was also inducted into the Drexel Alumni Circle of Distinction in 2012.

Board Nomination: Secretary
I am currently seeking the position of Secretary of the ICEAA Board. I have been a member of ICEAA (or ISPA) for more than 22 years and have been active in this organization throughout that time. Not only have I attended every yearly Conference since 1998 – I have presented at least one talk at each of these Conferences as well as offering CEBOK training at many. I have been an active participant in the review of CeBOK-s training material since the idea was conceived several years ago – reviewing and providing technical and editorial suggestions.

I have also been a cost estimating evangelist through publications and presentations of content in various cost estimating and software venues. I regularly attend and make myself available to deliver content to local chapters as appropriate. I believe ICEAA is in a unique position to impact the cost community in so many positive ways, including providing training and professional certifications as well as numerous opportunities for invaluable networking with other cost professionals. Even through the weird times experienced in 2020, ICEAA has done an exceptional job keeping the cost community engaged, informed, and interested in improving their skills. As my term as Secretary comes to a close, I would like to continue to help propel this extraordinary organization forward as a member of the Board. I believe I have served the Board well in the position in the last two years and would be honored to serve for the 2023-2025 Board. I believe the position of Secretary is a good fit for my experience and talent. As a Board member over the last six years, I have had the opportunity to learn the workings of the Board and the roles of various Board members, putting me in an excellent position to excel in this position. I have had the opportunity to participate in discussions, working groups, committees and decisions that have impacted this organization in a positive direction over the last six years and I am excited at the prospect of continuing in this important position.

I currently serve as Technical Manager for Tecolote Research, Inc., supporting their Arlington Operations and leading tasks across multiple components within the Department of Homeland Security, with 10 years of experience in cost estimating. After completing my BS in Statistics from Virginia Tech, I began my career working as an actuarial assistant and data analyst at Ace Private Risk Services in Salem, Virginia. Upon relocating to Washington DC, I found my way to Tecolote Research, Inc. where I began doing cost estimates for the Marine Corps, then subsequently providing support for the Navy and Department of Homeland Security. Along the way, I developed an affinity for ACEIT, the cost estimating suite developed and maintained by Tecolote Research. I was then offered a role as a certified instructor on the ACEIT Training team, and have been conducting regular ACEIT trainings since 2018, adding a certification to train advanced ACEIT courses in 2021. Being able to share my enthusiasm for the ACEIT suite with analysts across our industry is consistently one of the most rewarding facets of my career. Additionally, I enjoy taking an active role in helping our analysts obtain ICEAA certifications, as well as participating in Tecolote’s Analyst Training Program cost class curriculum. When not cost estimating and teaching cost estimating, I serve on the condominium board for my HOA, leading and preparing numerous filings with the District of Columbia. In my free time, I also enjoy trying out local restaurants, gaming, and spending time with my cats and husband.

Board Nomination: Treasurer
In 2021, I was elected to the Treasurer position on the Board of Directors. Although I wasn’t entirely sure what I was in for at first, I wanted to learn all I could about the organization and use my position to promote the ICEAA organization. Seeing the process by which decisions are made, bylaws are written, and our Books of Knowledge are enhanced and expanded has been an incredible privilege, and I have enjoyed every minute of it. Although it is a volunteer position serving on the BOD, I strove to devote maximum time and energy to ensure that I maintained accountability and reliability in my role. If elected again, ICEAA would continue to be a top priority for me. In my current tenure, I ran a committee to establish procedure for large purchases, working closely with both the Business Office and the Board to ensure a mutually agreeable policy. Additionally, I conducted a financial review, with the assistance of the Business Office and several volunteers and have worked to develop a process moving forward to regularly and consistently review finances.

To me, one of the most fulfilling aspects of serving on the Board is the opportunity to meet cost analysts and estimators from the Government, other companies, and other countries. Each person provides a unique perspective to the field, and has enriching experience to offer. Also, I have enjoyed the chance to expand ICEAA membership and awareness, both within my own company, the Government, industry, and even adjacent fields. In 2021, I earned my PMP, and was able to attend the first annual US Project Controls Expo this year, and plan to obtain the Certified Cost Professional (CCP) certification with AACE International, which will give me more potential to connect with professionals in cost and similar fields. Outreach is tantamount to the continued success of ICEAA, and I will continue to take every opportunity to serve as an ambassador for the organization.

As cost estimating continues to evolve to a more data driven approach, I want to continue to ensure that ICEAA is at the forefront of training and connecting analysts, and ensuring that institutional knowledge can meld with new methods to form more defensible, reliable, and credible models. Although data science will continue to expand the field, existing expertise should be leveraged to maximize the full potential of cost analysis. ICEAA’s role in connecting traditional cost and data driven approaches is crucial, and as a member of the Board, I would like to champion that transition. In my current term, I have helped provide feedback on design to cost training as well as submitted questions for the CEBoK-S training, and continued to promote and facilitate ICEAA testing for members to obtain certification.

As Treasurer, I will continue to attend and contribute to all Board of Directors’ meetings, and will receive and disburse ICEAA’s funds with proper authorization. I will continue to undertake special projects that are identified, and will work to develop policy, guidance, and procedures as needed to ensure full transparency in the organization. I will continue to apply the skills I have learned in a decade of cost estimating to help shape the future of ICEAA and assist in providing guidance to the various committees. Member outreach, certification, and knowledge sharing are particular areas of interest for me. In my various roles leading and assisting with training programs, I realize the importance of communication, not only within my company, but also externally. I believe when we have more industry stakeholders providing input and ideas, it makes our jobs more efficient and enjoyable, and ensures that we are applying the absolute best knowledge available to solve the problem(s) at hand.

I truly appreciate the opportunities that ICEAA has afforded me thus far, both to serve the organization and to meet so many of our talented members. During my time as an ICEAA member and leader, I have embraced opportunities to become an active member, by attending chapter meetings and conferences (both for ICEAA as well as adjacent professional organizations), and by actively working to increase membership and certification within Tecolote, and awareness and involvement in ICEAA external to Tecolote. ICEAA has been an invaluable organization in my career development and has provided me myriad opportunities and experiences to grow, not only as a cost estimator, but also as a manager and trainer.

I am the current VP of Professional Development for the ICEAA 2021-2023 Board of Directors. We have and will complete many important projects during my tenure: edit and release Cost Estimating Book of Knowledge – Software (CEBoK-S), launch a new certification program for Software Estimating, implement an online learning management system for ICEAA members (online training and video content as well as continued professional development points), enhance our CCEA/PCEA on-line testing to include an Excel type application (replacing difficult to use calculator), and initiate an update to CEBok Module 6 to include modern data science techniques and principles. I was a core member of the 2022 Professional Development and Training Workshop in Pittsburgh and will be working on the planning team for the 2023 Workshop. I have had the pleasure of working with the ICEAA Principal for Certification (Kevin Cincotta) and the Principal for Body of Knowledge (Kellie Wutzke) to achieve our goals for the current term.

I have been a member of ICEAA for 15+ years (Greater Dayton and Northwest/Washington chapters), a Certified Cost Estimator/Analyst CCEA (ICEAA – 1995 and recertified since continuously since 2011) and Certified Cost Professional CCP (Association for Advancement of Cost Engineering International AACEI – 2005 to present).

I believe that ICEAA is important to the continued development and growth of our profession. I love being a cost estimator and I am passionate about sharing my knowledge and enhancing our community’s ability to attract and groom future estimators. I want to use my broad experience with ICEAA as both a military member and as a commercial sector member to improve services and increase membership.

Having worked closely with US and foreign militaries, other US federal programs, and commercial companies, I appreciate that our body of knowledge and certifications need to serve all of our ICEAA members. As a leader of a software development group, I have extensive experience developing and reviewing requirements for programs to serve our community. As VP of Professional Development, I will continue to strive to ensure our programs support best practices for cost estimating, cost analysis, and allied fields to build a bridge across defense and non-defense estimating communities. I will also prioritize professional development services that provide value to analysts at all stages of their careers.

Our profession is at a cross roads. Cost analysis techniques and methods are evolving with data science advancements and data is becoming more readily available across our field. For the first time we have young people coming out of universities with degrees in data science and we need to attract these graduates into our profession. I will strive to help ICEAA grow the professional development programs to provide the latest and most useful methodologies and techniques as well as to attract the best candidates into our profession.

Professional Background:
I started my career in the US Air Force, became a cost analyst professional, worked in the commercial sector, returned to defense as a support contractor for cost analyses, transitioned to program management and climbed the ranks to senior level management. I have worked with domestic and international defense organizations and contractors.

After graduating from the US Air Force Academy, began my career at Tyndall Air Force base working operational budgeting and financial management. Awarded Master’s in Cost Analysis at AFIT in residence and earned CCEA certification in mid-90s. Transferred to the Aeronautical Systems Center at Wright Patterson AFB and provided cost estimating support to the Special Operations and C-17 Program offices. After separating from the Air Force, spent six years in marketing and analysis in the semiconductor industry.

Returned to the defense sector in 2004 working for Tecolote Research supporting cost analysis, EVM, and schedule risk analysis at Kirkland AFB for the Missile Defense Agency, the Air Force Space and Missile System Center, the Air Force Research Lab, and Sandia National Laboratories. In 2011, transferred to Washington state and became program manager for ACEIT. Provided requirement and development leadership for the ACEIT suite as well as estimating support for all branches of US military, federal programs (including DHS, FAA, DOE, and many more), US contractors, and governmental defense organizations and contractors in Australia and UK. In 2017, assumed responsibilities as the general manager for the Tecolote Software Products and Services Group leading development and support for projects including CADE, EVAMOSC, EVM-CR, and ACEIT. More than 17 years of experience teaching and developing course materials for ACEIT, JACS, Power BI, and general cost estimating classes.

I have supported ICEAA conferences as a speaker and a trainer. I have lived in areas that have very active chapters and areas that have no local activity at all. I recognize the need for services and support for ICEAA members in all situations.

Carol Dekkers is the president of Quality Plus Technologies, Inc. and has over 25 years of experience working with companies and government agencies who want to achieve success with software measurement. From 2020-2021, Carol served as the lead author for the emerging ICEAA Software Cost Estimating Body of Knowledge (CEBoK-S.)

Ms. Dekkers is also an author having written several software measurement textbooks (including: The IT Measurement Compendium: Estimating and Benchmarking Success with Functional Size Measurement; Program Management Toolkit for Software and Systems Development; Practical Software Project Estimation 3rd edition), as well as close to 100 peer-reviewed journal articles. She is a frequent presenter at industry conferences on topics ranging from software cost estimating, measurement, international standards, quality, and technical communication. Carol has been a contributing expert and project editor on behalf of the U.S. to the International Organization for Standardization (ISO) software and systems engineering standards since 1994. Upcoming In February of this year, Carol will be recognized as one of Consulting Magazine’s Global Leaders in Consulting 2023 in the category of Excellence in Pro Bono. Ms. Dekkers is a past president of IFPUG, the current industry standards committee chair, and has held volunteer leadership positions with the American Society for Quality (ASQ) and the Project Management Institute (PMI.)

In addition to being the lead author, Ms. Dekkers was awarded the ICEAA 2022 Educator of the Year and formerly worked with the CEBoK-S volunteer curriculum committee. She has been an active participant at the last six ICEAA annual professional development and education sessions having presented CEBoK-S pilot modules, the CEBoK software module, and numerous software measurement sessions. She has also moderated sessions for ICEAA at the conference.

Why do I want to serve on the ICEAA Board::
Professional cost estimating is a critical, core competency for any government agency or product development organization where cost, schedule and quality are important for customers and stakeholders. Without realistic, data-founded estimates and standard estimating practices, programs will continue to unnecessarily run off the rails by overrunning overly optimistic budgets and schedules. I believe that ICEAA is one of the best poised organizations to deliver value through education and certification to cost estimators globally, and the new CEBoK-S for software has the potential to change the software cost estimating industry from one dominated by expert opinion to one founded on solid estimating practices.

I’m encouraged by the positive outlook and commitment of the current ICEAA board members and the individuals involved on committees and running the organization. As such, I’d like to make a positive contribution to ICEAA’s influence and growth over the next several years. If working on the CEBoK-S is any indication, serving on the ICEAA board will be filled with new insights and opportunities to give back to an industry I love.

I would be honored and excited to again serve on the ICEAA board of directors. Two years ago, I retired from federal civil service and joined The Boeing Company as a Vice President leading an exceptional team of cost estimators responsible for cost analysis, cost proposals, and pricing. Serving on the ICEAA Board of Directors BoD would give me an opportunity to reengage across the cost estimating community and again contribute to a profession I am very passionate about. I am fierce advocate of collective efforts to continuously improve cost estimating workforce training, and build and sustain a robust cost estimating infrastructure – its databases, tools, and methods — across government and industry. For decades, I participated in numerous collaboration teams, initiatives, and forums aimed at working across industry and government to build best practice estimating processes and techniques, including the government/industry Joint Space Cost Council and multiple Cost Integrated Process Teams (IPTs). I’ve been CCEA certified since 2005 and have frequently spoken at cost estimating and related conferences across the nation and abroad.

In the mid-2000s, while serving as the Deputy Assistant Secretary of the Air Force for Cost and Economics, I served two terms as an at-large member of the legacy ICEAA organization, the Society of Cost Estimating and Analysis (SCEA). While serving on the SCEA BoD, I spearheaded an initiative to successfully revamp the cost estimating certification program. I believe the results of this initiative had a significant positive impact across the cost estimating community – strengthening training programs, estimator skills, and credentialing. I applaud ICEAA’s efforts over the last couple years to increase the level of engagement of companies like Boeing, Northrup Grumman, Raytheon, etc. via the Original Equipment Manufacturers’ Cooperative Opportunities Group (OEM COG)) and look forward to furthering the relevance and value of this group to the membership at large.

In summary, I consider organizations like ICEAA crucial to collaboration and advancing a profession’s state-of-the art. I would be thrilled to again serve the cost community in this way as a member of the ICEAA BoD. I believe my many years of experience as a practitioner, team leader, manager and senior executive in government cost estimating, and the strong partnerships I built with industry in those roles, combined with the experience I am presently gaining an executive leading responsible for leading hundreds of industry cost estimators, makes me uniquely qualified for this role.

Bio:
Richard Hartley is the Vice President for Estimating at The Boeing Company. He leads a diverse team responsible for developing program and independent cost estimates, preparing bid and proposal cost volumes, establishing cost estimating policy, procedures, and supporting infrastructure, and conducting affordability and optimal cost analysis. Hartley supports Boeing commercial and government programs and serves as the principal Boeing representative for government, customer, audit, and industry cost estimating and pricing issues and initiatives.

Prior to joining Boeing in October 2021, Hartley served as the Principal Deputy Assistant Secretary of the Air Force for Financial Management and Comptroller, where he oversaw the budgeting, cost estimating and financial operations of more than $160 billion in annual resources that support Air Force priorities. Additionally, he was responsible for the professional development of more than 12,000 military and civilian members of the Air Force financial management community.

Previously, Hartley was the Principal Deputy Assistant Secretary of the Air Force for Installations, Environment and Energy, responsible for the formulation, review and execution of plans, policies, programs and budgets to meet Air Force installations, energy, environment, safety and occupational health objectives, and the Assistant Deputy Chief of Staff for Strategic Plans and Requirements, responsible for development and integration of the Air Force’s over $750 billion resource allocation plan, known as the Future Years Defense Plan (FYDP).

Hartley began his career in 1985 as a cost analyst and industrial engineer in the Naval Air Systems Command. In 1992, he moved to the Air Force where he served in a variety of positions at the Air Force Cost Analysis Agency and Directorate of Cost Analysis in the Office of the Deputy Assistant Secretary of the Air Force for Cost and Economics. In 1997, he joined the National Reconnaissance Office (NRO), where he entered the Senior Intelligence Service in 2000 and led the NRO Cost Group (NCG). In 2003, he returned to the Pentagon to serve as the Deputy Assistant Secretary for Cost and Economics in the Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, and Director of the Air Force Cost Analysis Agency, a dual-hatted position he held for over nine years.

Hartley holds a Master of Business Administration degree from Syracuse University and a Bachelor of Science in Industrial Engineering from the University of Pittsburgh.

Ms. Pullen is a Senior Operations Research Analyst for the Air Force Cost Analysis Agency (AFCAA), Information Technology Division at the Hanscom Air Force Base Operating Location. She leads several Independent Estimates and serves as the lead of a multi-service Working Agile Working Group. Previously, Ms. Pullen worked for Tecolote Research, Inc. as cost lead in multiple program offices and for Northrop Grumman performing cost studies and authoring sections of the original Cost Estimating Body of Knowledge.

Ms. Pullen is a Distinguished Graduate of the Masters in Cost Estimating and Analysis program from the Naval Postgraduate School. She received her Bachelors of Business Administration with honors from James Madison University.

Ms. Pullen is a Certified Cost Estimator/Analyst has been a member of ICEAA for 20+ years. Her involvement includes Region 1 Director, conference presenter, track chair, exam proctor, New England chapter secretary, and member of the ICEAA abstract review team.

Ms. Pullen seeks the position of Region 1 Director. In this position Ms. Pullen aims to foster greater communication between regional chapters/members and the ICEAA Board of Directors while imparting the numerous the benefits of being an ICEAA member within the region.

I am thrilled to have been nominated to serve again as the Region 2 Director for the ICEAA National Board, and I aim to serve you well! I have dedicated my professional career to the interests of ICEAA – and our predecessor organization, SCEA – making significant and sustained contributions for over 26 years, and I feel called to continue to serve as Region 2 Director.

Why do I want to serve?
I was first elected to this position during the COVID pandemic which severely limited everyone’s ability to engage and network with other chapter members. Despite some early attempts to reinvigorate some of our more dormant chapters, resulting in false starts, there is more that can be done now that COVID is mostly in our rear-view mirrors. My goal is to renew chapter participation for all chapters in Region 2.

As an active chapter member for over 26 years, with many of those years serving on the Washington Capital Area Chapter board, I understand the importance of a strong liaison between the chapter and the national board. This has always been easy for me due to the Washington Chapter’s collocation with the National Board office, but I know it is more challenging for chapters outside of the National Capital Area. I am motivated to facilitate and energize the chapter-to-national board relationship in Region 2 and hope to serve as a model for other regions as well. I’ve also been a Chapter Board member for so many years that I am intimately familiar with the types of issues that could be resolved with a healthy liaison to the National Board. Examples include ensuring adequate funding from the National office for Chapter activities; sharing of best practices from the National Board to the Chapter Boards, and vice versa; communication of National initiatives to the Chapter Boards; and so on. I believe I have the depth of knowledge, having served in my local chapter as well as on National Board committees, to effectively promote this vigorous relationship.

Relevant Experience:
I am currently the Director of the Integrated Cost and Schedule Analysis department for The Aerospace Corporation, but I began my cost estimating career in 1995 at the Naval Center for Cost Analysis (NCCA), quickly gaining professional experience, and in that same year began participating in local SCEA chapter events, as well as serving as a track chair in several SCEA conferences. I earned my CCE/A certification in 2002 and have faithfully kept it up to date ever since. Following my tour at NCCA, I was invited to serve as a military faculty member at the Naval Postgraduate School in Monterey, CA, where I wrote a new version of the Cost Estimating course for the Operations Research department. Many parts of that course are still in use today at NPS. Although I retired from the Navy in 2000, I am still actively involved with NPS as a remote distance learning instructor, teaching “Engineering Economics and Cost Estimation” for the Masters in Systems Engineering program, and the “Risk and Uncertainty Analysis” course for the Masters in Cost Estimating and Analysis (MCEA) program. Over my professional and teaching career, I have taught cost estimation and methods concepts to over 1,000 students, many of whom have gone on to become professional cost estimators themselves. Throughout it all, I have consistently promoted SCEA and now ICEAA membership to my students.

Moreover, I have faithfully served both the national and local SCEA and ICEAA organizations over my career. At the chapter level, I served for over seven years as the Program Chair for the Washington Capital Area chapter, coordinating monthly luncheons and recruiting speakers for the benefit of the chapter members. I developed and implemented the chapter’s “Speaker of the Year” award, which is now awarded each year to the most effective luncheon speaker. I have also served as membership chair and Vice President of the Washington Capital Area chapter. I have participated in nearly every SCEA and ICEAA conference since 1995, serving in some leadership capacity from track chair, to awards committee member, to training track instructor. I’ve also been moderator for panel discussions and proctored CCE/A certification exams. On the National Board, I have served as the chair of the Governance Committee at a crucial time following the SCEA/ISPA merger, making necessary changes to the ICEAA constitution and bylaws. I’ve also served on the national Cost Estimating Body of Knowledge (CEBoK) committee, and I have written two articles for the National Estimator on how to work with learning curves.

My contributions to ICEAA over the last 26 years have been frequent, substantial and sustained, and the association has always been able to count on me to take on the difficult roles that make ICEAA effective.

Dr. Christian Smart has been active in professional cost estimating societies for 22 years, including the Society of Cost Estimating and Analysis (SCEA), the International Society of Parametric Analysts(ISPA), the Space Systems Cost Analysis Group, and ICEAA. He is a regular presenter and trainer at the annual ICEAA workshop. He attained his Certified Cost Estimator/Analyst certification in 2004. He has served on the board of the North Alabama chapter of SCEA/ICEAA since 2003, including two terms as President. He has previously served on the ICEAA board as Region III Director and as Vice President for Professional Development. Dr. Smart was awarded Parametrician of the Year by the International Society of Parametric Analysts in 2009 and the Frank Freiman Lifetime Achievement Award from ICEAA in 2021.

Dr. Smart has 23 years of cost estimating and economic analysis. He began his career supporting NASA as a contractor. He then worked for the Missile Defense Agency as a civil servant, and for several years served as Director for Cost Analytics and Parametric Estimating, where he established and maintained a cost estimating center of excellence for a Department of Defense agency with a $10 billion annual budget. Dr. Smart currently serves as Chief Scientist for Galorath Federal, where one of his duties is to ensure the use of credible cost estimating techniques across the organization.

As a longtime member and supporter of ICEAA, Dr. Smart wishes to help to flourish and continue to grow. As Region III Director, he hopes to help the individual chapters within his purview to grow and encourage them to be active and have regular meetings, both virtual and in-person.

I am so excited to have been nominated to serve as the Region 4 Director for the ICEAA National Board. I am passionate about growing and supporting our profession and am looking to energize the chapter-to-national board relationship in Region 4. As an active member for my entire career and the 2022 and 2023 Workshop Chair, I have witnessed the importance of a strong liaison between the chapter and the national board. I think there is much we could do to further the visibility of our chapter and support the mission of ICEAA, including broadening our subject matter beyond the Department of Defense (DoD) focus, direct engagement with local cost estimators that have not yet joined ICEAA, and strategizing with other chapters to maximize outreach and resources. I have been working with chapter leadership to further our training goals and engage in our community to increase active membership, a commitment I began back in 2010 with the Washington Capital Area Chapter (WCAC) as the membership chair.

I have over 15 years of cost estimating and analysis experience for both government and commercial clients, such as Virgin Galactic, Space Development Agency, and NASA. I have independently estimated the costs of Constellation, Astrophysics Explorer, Heliophysics Explorer, Earth Venture, New Frontiers, and Martian Moons Exploration missions, as well as evaluated their management and contracting strategies. I passed my certification exams in 2010 and earned my CCEA in 2012. I graduated Cum Laude with a BS in Finance from the Fisher College of Business at The Ohio State University and a BA in German.

I have a strong desire to help give back to an organization that has had such a positive influence on my career as a cost estimator and analyst. Throughout my career in cost estimating within the Government and Industry, I have gained a great appreciation for the importance of professional development and established standards. ICEAA is an incredible organization and I have really enjoyed my past two years serving on the board and becoming more involved in ICEAA leadership.

I see great potential in Region 5 of ICEAA, particularly along the front range of Colorado. The local Rocky Mountain ICEAA chapter has been shuttered for a number of years and I would like to help revive the chapter and also help enhance the ICEAA experience for members across the many states of Region 5.

Bio:
I joined Ball Aerospace in 2019 and help lead our enterprise cost analysis efforts across our various business units, with a particular focus on historical data analysis and CER development. Prior to joining Ball Aerospace, I spent over 15 years in leadership and cost analysis roles at Tecolote Research, Inc and serving as an Active Duty Finance Officer in the U.S. Air Force, predominately at the Space and Missile Systems Center (SMC) at Los Angeles Air Force Base. Throughout my career, I have had the pleasure of helping develop and implement various cost estimating standards and guides, as well as mentoring other cost analysts – which has given me a deep appreciation for what ICEAA is all about!

ICEAA Experience:
I have been a member of ICEAA for over 12 years and earned my CCEA® certification in 2012. I have been serving as an At-Large Director on the ICEAA board for the 2021-2023 term. During my term I have initiated updates to Module 6 of the CEBoK and I have participated in the OEM COG and Machine Learning Working Groups. In the past I have frequently attended ICEAA’s SoCal events, Annual Workshops, and webinar events. I have encouraged and helped train over a dozen colleagues who have successfully earned their CCEA® certification. I am a heavy user of the CEBoK and have always been a strong proponent of ICEAA.

Currently, I am actively encouraging and assisting other colleagues at Ball Aerospace to join ICEAA and helping revive our Rocky Mountain Chapter within Region 5. I would be honored to have your support and continue serving ICEAA as the Region 5 Director.

In my initial campaign, I promised to emphasize the improvement of industry participation in ICEAA as well as ICEAA’s role in the education of the next generation of cost analysts. Due to issues around COVID and the “working from home” environment, our Region 6 chapters have been challenged to conduct in-person meetings. During my two-year term, Region 6 hosted four virtual meetings with a speaker or panel to discuss topics of interest to estimators such as career development, digital engineering, affordability analysis and design to cost. These virtual meetings have kept our members engaged in the organization and furthered ICEAA’s educational mission. I’ve also supported the efforts of the ICEAA OEM COG to continue to engage our industry membership.

If I am re-elected, we will continue these Region 6 virtual meetings on a quarterly basis. I will also continue to support my support of the OEM COG and work to find other avenues to continue to engage our industry and government membership.

Bio:
Brent Johnstone is a Lockheed Martin Fellow and production air vehicle cost estimator at Lockheed Martin Aeronautics Company in Fort Worth, Texas. He has 35 years’ experience in the military aircraft industry, including 32 years as a cost estimator. He has worked on the F-16 program and is currently the lead Production Operations cost estimator for the F-35 program. He has extensive experience in preparing firm TINA-compliant proposals as well as experience in parametric estimating, design trade studies, ROM/budgetary estimates, and contract negotiations. He has received the Lockheed Martin Corporate Estimating Excellence Award twice as well as the BAE Systems Bronze Award for Innovation. In addition, he has received the Corporate Team NOVA award and the Aeronautics sector’s Aero Star team award three times. He has a Master of Science from Texas A&M University and a Bachelor of Arts from the University of Texas at Austin in Economics.

He is the current ICEAA Region 6 director and a member of the Lone Star Chapter of ICEAA. As an ICEAA member since 2012, he has made multiple presentations at ICEAA Chapter events and the annual ICEAA Professional Development and Training Workshop. His papers received “Best of Category” awards in 2015 and 2016 and “Best Overall Paper” in 2020, 2021 and 2022. He also presented as a CEBoK trainer at the 2019 ICEAA conference.

Wendy Robello brings over 17 years of systems engineering and strategy experience in the aerospace and defense industry. She is currently the National Director of Systems Engineering for Northrop Grumman Aeronautics Systems sector, where she leads the long-term strategic planning in training, processes, and tools to ensure systems engineering rigor across the sector.

Prior to this role, Robello has held the distinguished honor of a Sr. NG Fellow, leading the strategic integration of technology and engineering within the Defense Systems sector. Robello has also led strategic analytics teams, providing competitive positioning and investment strategy across the businesses both at Mission Systems sector and Aerospace Systems sector. Before joining Northrop Grumman in 2012, she held program management and systems engineering positions at General Atomics – Aeronautical Systems, Inc., Boeing Phantom Works, and Boeing Defense Systems. Robello has supported systems across space, air, ground, and underwater domains.

Robello is a passionate mentor, advocate, and ally for many resource groups within Northrop Grumman, academic spaces, and across the industry. She is also an executive board member for the Global Women in STEM Leadership Summit and founder of the Wendy Robello California Alliance for Minority Participation scholarship at UC, Irvine.

Robello has received awards and honors to include the Northrop Grumman Innovation Award, the Lambda Theta Nu Sorority, Inc. Exceptional Leadership Award and Professional of the Year Award, the U.S. Air Force Medium Altitude UAS Division GEM Award, the Boeing Phantom Works Silver Team Award, and the Boeing Amelia Earhart Society – Woman of High Potential Award.

Robello earned a B.S. in mechanical engineering from University of California, Irvine and an M.S. in systems architecture and engineering from University of Southern California. She is currently pursuing a doctorate degree in systems engineering from The George Washington University.

Interest in serving on the board:
It is my intent to run for the Region 7 Director of the ICEAA Board of Directors to support and serve the organization. I plan to leverage my broad experience within the DoD industry, vendor relations, and academia to support and enable collaboration across the chapters in the region with strong partnership of chapter leadership. I have a demonstrated track record of bridging gaps through effective communication and the ability to partner and build strong relationships with all levels of an organization. This will be a critical need as the Regional Director serves as a conduit between the chapters within the region and the board of directors.

If selected as a member of the board of directors, my devout passion for the integration of cost estimating, cost analysis, and cost engineering practices across systems will help enable future identification, consideration, and applications of the skillsets unique to ICEAA members.

Anh has been the President of ICEAA Canberra Chapter since late 2018. Her vision is to position the Chapter to offer improved membership benefits through assisting members’ ongoing pursuit of continuous networking and enhancing the profession of cost estimating, cost analysis and allied field, which are essential for sustaining its broader activity goals.

Anh is currently an Executive Director at the Australian Department of Defence. Anh was the Director Force Structure Cost Analysis, Force Design Division, Vice Chief of Defence Force Group, Australian Department of Defence (DoD). In that position, Anh has actively led the improvement of costing enterprise in Defence. She led the Force Structure Plan 2019 (now called FSP20) and the Defence Capability Assessment Program 2020-2021 (DCAP 20-21) cost assurance body of work and improved Defence’s cost estimations for budget planning in the Defence Integrated Investment Program (DIIP). She assisted Force Design Division to assess the affordability and feasibility of different force options and delivered significant savings for Defence in the FSP20 activities. The cost estimation and assurance practices that underpin the FSP20 and the DCAP 20-21 represent a significant improvement in how the Australian DoD undertakes the Force Design cycle.

The FSP20 cost assurance efforts that Anh had developed and implemented by an international industry and Defence team won the ICEAA Team Achievement of the Year Award in 2020.

Anh was the Director Strategic Cost Analysis, Contestability Division, Associate Secretary Group, Australian DoD during the period 2016-2019. Some of her initiatives during the time with Contestability include the development of new Cost Contestability Guideline, Independence Cost Estimation procedure and a quantitative Value for Money Assessment framework as a key part of future contestability model. She has also introduced the use of parametric costing tool in Contestability Division for assessment of cost estimations during early gates of the capability life cycle.

Anh intends to nominate herself to the 2023-2025 Board of Directors, Australia Region position. Anh will continue to further the reputation of ICEAA within the Australian Department of Defence and contribute to training and mentoring young generations of cost estimators and cost analysist. By doing that, Anh hopes to contribute to the sustainable development of ICEAA.

Michael is currently the Managing Director, Technomics Canada. In this capacity he is leading Technomics’ expansion into Canada. Michael is responsible for business development, recruiting, oversight of Technomics Canadian work and differentiating Technomics as a specialist cost estimating firm.

Prior to joining Technomics in May 2021, Michael was a senior executive in the Federal Public Service of Canada. His last position was the Executive Director, Cost Estimating and Transfer Payments Centres of Expertise, at the Treasury Board of Canada Secretariat (TBS). He fulfilled this role from 2014 to 2021. During his last two years in this Executive Director role, he was deployed through an interchange program to the Certified Professional Accountants (CPA) Canada organization to advise them on public sector accounting requirements and how the Accounting profession needed to evolve in the digital economy to remain relevant to decision-makers in both the private and public sectors. Michael was instrumental in revamping the Competency Map to include data science and cost estimating competencies that CPA candidates needed to demonstrate in order to receive their designation as a professional accountant in Canada. While on interchange, Michael wrote a paper which was jointly published by CPA Canada and the International Federation of Accountants (IFAC). This paper presented a digital value chain based on data gathering, data controllership, data modeling and insight communication to reframe the role of professional accountants internationally in providing data-driven insights to decision-makers. Michael also co-authored or edited papers on data management and value creation (modeling) which are available through the CPA Canada Foresight Initiative website.

Prior to proceeding on interchange with CPA Canada, Michael spent 5 years as the first senior executive in Canada’s federal public service focused on strengthening the cost estimating capability of the Government of Canada. This position was created by the Prime Minister in response to cost estimating fiascos related to defence procurement. Michael was selected for this position based on his experience in cost estimating in the public service, both as a military officer and public servant, and also as a result of courses he developed for CPA Ontario related to cost estimating. In this role, Michael led a team of 30 cost estimators who reviewed all highrisk business cases to ensure that the financial risk inherent in the business case was transparently disclosed to Cabinet as they considered options. This involved the review of approximately 100 business cases annually. In order to achieve this objective, Michael was responsible for the policy suite (instructions) for the Government of Canada related to cost estimating. He was also mandated to ensure that key departments understood their current cost estimating maturity and had developed and were acting on plans to increase their cost estimating maturity through development of their staff, applying policies/procedures, developing/acquiring tools and curating data. In this capacity, Michael was invited to serve as an ex-officio member of the ICEAA Canada Board of Directors to help guide ICEAA Canada to meet the needs of their major stakeholder at the time – the Government of Canada. Michael led a pilot to confirm that the public service could apply ICEAA competencies in cost estimating to more transparently disclosed financial risks to public service decision-makers and Cabinet. This pilot was delivered through the National Shipbuilding Strategy (an $88 billion acquisition program for 7 fleets) and the Future Fighter program to replace the CF-18 (Hornet). This pilot ran from 2016 – 2019 and was deemed a success. Business Cases being considered by Cabinet now includ a specific cost estimating annex based on ICEAA competencies to transparently disclosed financial risk to decision-makers.

Michael is also involved in developing and teaching courses for CPA Canada and the University of Ottawa related to cost estimating. Michael is a facilitator on the OttawaU Certificate Program in Complex Procurement and Project Leadership and a Facilitator for CPA Canada in the Senior Executive Financial Management and Accounting Program.

Application to Canada Region Director:
To be clear, I am an accountant; I have never been certified as an ICEAA cost estimator. However, I was instrumental in implementing statistical modeling of financial risk as an Airforce Major as part of the Department of National Defence’s capability upgrading proposal to Cabinet in 2005. Through this work, I proposed that my team of Captains become certified as cost estimators under SCEA. My work led to my receiving an award from Decisioneering (bought by Oracle) for the use of Crystal Ball in financial risk modeling in defence acquisition. I was also published and received two awards from the Financial Management Institute on the utility of my articles to public sector financial management.

As a follow-on to this work, in my personal time, I developed a course for the Certified Management Accountants (CMA, now CPA) of Ontario on cost estimating and was a facilitator for the Executive CMA certification program – my focus was on using data to strengthen decision-making.

When I retired from the Military, I was hired as the first Manager of Strategic Costing for Agriculture and Agri-Food Canada and, ultimately, became the first senior executive responsible for cost estimating for the federal public service of Canada.

So, why did I expand on my biography in this section? My success is largely related to cost estimating. I have given back to my profession as an accountant, but I have not given back in a meaningful way to the profession that enabled me to succeed as a cost estimator despite not being certified. I did guide the ICEAA Canada BoD for four years as an ex-officio member because I could not do more based on potential conflict of interest related to my role at TBS. I am now in a position to give back to this profession which greatly facilitated my success. I would like to do so.

Even though pre-pandemic ICEAA Canada was the fastest-growing population of ICEAA members, Canada suffers from a lack of expertise in cost estimating. Currently, the profession is practiced by accountants who believe their training in management accounting is enough to develop cost estimates to support complex procurement project decision-making. It is not. In my experience, accountants typically do not have the math, statistics or data management background to develop complex cost estimates. As a result, they typically do not treat important cost analysis concepts, including but not limited to cost estimating uncertainty, in a manner consistent with accepted ICEAA best practices.

As Regional Director, I will work to revitalize ICEAA’s presence and influence in Canada by focusing my attention on audiences that are involved in complex procurement in the public and private sectors. My goal will be be to ensure that they understand the differences between specialists and generalists in cost estimating. I will also leverage my academic and professional associations to demonstrate when specialists, not generalists, should be engaged to further the relevance/value and professionalization of cost estimating in Canada. I will also use my network to help rebuild the ICEAA Canada Board of Directors and, in turn, the value that the ICEAA Canada can deliver to current and prospective members. I will focus on balanced representation from the public and private sectors, with an emphasis on decision-makers who are engaged in complex procurements. I will not limit my focus to decision-makers involved in military procurement. I will also seek decision-makers involved in publicprivate partnerships, or other complex project management, at the federal, provincial, municipal levels of government and the private sector who serve them. I am guardedly optimistic that decision-maker buy-in will have a trickle-down effect that translates to greater interest in and support for ICEAA at the working level, including but not limited to increased membership and certification.

I look forward to the opportunity to help grow the cost estimating community in Canada.

I, Sanathanan Rajagopal PhD, would like to be considered for the Board position of Director, UK and Europe.

I have been member of ICEAA for over a decade and over these years I served the ICEAA Board as UK and Europe Director in 2017 during which I actively engaged with key UK and Europe’s Defence, Aerospace and Automotive industries to better their estimating challenges, encouraged them to be part of a common interest group to share knowledge and experience. Encouraged these industries to get professional qualifications through ICEAA Accreditations
I am the current Chairman of SCAF (Society for Cost Analysis and Forecasting) UK. In this role I am engaging with the UK wide industry to address the issue of engaging the next generation of Cost Estimator/Engineers through SCAF and to look into the future of Cost Estimating such as Machine Learning, AI and Big Data and formulate the ways of adapting and incorporating this into the current norm.

I am part of the Review committee for the development of our Software Estimating Body of Knowledge. This gives me an opportunity to shape the future of professional development of our software estimators. I was one of the key contributors to a study undertaken by Institute for Defence Analysis (US DoD) sponsored by Defence Logistics Agency (DLA, DoD) titled “A Research and Development Investment Portfolio for Diminishing Manufacture Source and Material Shortage” and at home I was one of the key reviewer of “guide to Measurement of Software Sizing” which is a standard for measuring Software Sizing using COSMIC methodology. I have contributed heavily to the scientific communities by publishing in national, International Scientific journal papers and conferences. These efforts were recognised by both Defence Equipment and Support (UK MoD); and QinetiQ by honouring me with Fellowships.

I believe with my above experience and skills I should be able to achieve the collective objective of ICEAA.

Personal Bio:
Dr Sanath is a highly capable and internationally recognised Cost Engineer/Cost Estimator specialising in Software Estimating, Software Obsolescence Management, Software Obsolescence Cost Estimating and Parametric Estimating. Sanath is an ISPA (International Society of Parametric Association) certified parametric estimator who worked in various high profile Defence projects in ISS/ISTAR, Cyber, Air, Maritime and Land domains, providing costing services at all stages of the procurement cycle in setting budgets, historic trends and Independent Cost Estimates assurances for government business cases. Combination of industrial experience with Sanath’s academic achievements enables him to implement and provide advice on project Cost, Schedule, Software Obsolescence Management, Assurance, Risk Management, Parametric, Software & System Whole Life Cost Modelling, Cost Risk Assessments concerning COTS Software, Software of Unknown Pedigree, Commercial off-the-shelf and Safety Critical functionality during acquisition development.
