Timothy Anderson has 20 years’ experience as a cost analysis practitioner and educator. His areas of interest are cost analysis and cost uncertainty analysis. He is a Senior Project Leader at The Aerospace Corporation, and a lecturer for the Naval Postgraduate School. Tim is an ICEAA certified cost estimator/analyst; a board member of the Washington Capital Area chapter of ICEAA; and a frequent presenter of topics related to cost estimating and cost uncertainty analysis.

This is Bill’s fourth year as Track Chairman and second as Best Paper Judge. He has been a speaker in four of the last five ICEAA Workshops. An Air Force veteran and a CCE/A, he bases four decades of experience as a scientific programmer, research scientist in signal processing and software cost estimator on his mathematician credentials. Bill plays a lot of soccer and extensively volunteers his leadership skills with community organizations.

Erin Barkel is a Financial Analyst at the Parliamentary Budget Office (PBO) in Canada. Before joining PBO, Erin was an Analyst at the Treasury Board Secretariat, providing policy advice on Investment Plans and Projects. Erin holds a BASc in Industrial Engineering from the University of Toronto and an MBA from the Ted Rogers School of Management at Ryerson University. She is slowly pursuing a PhD in Management at the Sprott School of Business at Carleton University.

Daniel Barkmeyer is a principal analyst with Burgess Consulting, Inc. supporting the NRO CAAG. His chief responsibilities include cost estimating for satellites, cost model development, and cost estimating for launch vehicles. He has co-authored papers including “Commercial-Like Acquisitions: Practices and Costs” published in Vol. 3, Issue 1 of the SCEA Journal of Cost Analysis and Parametrics. He earned his B.S. and M.S. in Aerospace Engineering from the University of Maryland in 2001 and 2005 respectively.

Joe Bauer joined PRICE Systems after twenty years of service in the US Air Force. Joe is the primary Solutions Consultant for Air Force customers, providing training, mentoring, and consulting. Prior to joining PRICE Systems, Joe was the lead hardware estimator for the F-22 Raptor program office. Joe earned a Master of Science degree in Cost Analysis in 2009 and an MBA in 2005.
