Abstract:
Iterative and Incremental Software Development processes are at the heart of a cyclic software development process. Iterative and Incremental Software Development processes evolved in response to the weaknesses of the traditional waterfall model. Iterative and Incremental Software Development start with an initial planning and ends with deployment with the cyclic interactions in between. The goal is to deliverer what the user needs at the end of the process, not only what was envisioned at the beginning of the process. Iterative and incremental development is an essential part of the Rational Unified Process, Extreme Programming, and generally the various agile software development frameworks. This presentation will address the cost estimating and management issues faced by the Department of Navy as iterative and incremental software development becomes more pervasive in traditional and Service Oriented Architecture (SOA) programs. The key issues are determining size metrics for each increment, estimating in the agile environment, developing reliable historic cost databases and relationships. Often these projects become level of effort projects because management lacks the metrics to project requirements of the next phase/increment of the project. This presentation will present a complexity and functionality matrix that can be used by management to assess the requirements of the next increment of the program.

Bob Hunt has over 35 years of cost estimating and analysis experience. He received his SCEA Certification in 1991. He has served in senior technical and management positions at Dulos Incorporated (President), Galorath Incorporated (Vive President), CALIBRE Systems (Vice President, CALIBRE Systems (President), SAIC (Vice President), the U.S. Army Cost and Economic Analysis Center (Chief of the Vehicles, Ammunition, and Electronics ICE Division, U.S. Army Directorate of Cost Analysis (Deputy Director for Automation and Modeling), and other Army analysis positions. He is the author of multiple technical papers published for IEEE and DCAS. He has served as a track chair and technical presenter for multiple SCEA/ISPA Conferences. . In addition to SCEA/ISPA responsibilities, Mr. Hunt has held leadership positions and made technical presentations for the American Institute of Aeronautics and Astronautics (AIAA), the National Association of Environmental Professionals (NAEP), and the IEEE
Mr. Hunt has provided information technology systems and software program assessments, SEI Checklist program evaluations, software sizing analyses, and IT and software cost estimating for commercial and federal clients including the Customs and Border Patrol, the Department of Defense, NASA, and various commercial clients. Mr. Hunt was the principal author of the initial U. S. Army Cost Analysis Manual. In addition to SCEA/ISPA responsibilities, Mr. Hunt has held leadership positions and made technical presentations for the American Institute of Aeronautic and Astronautics (AIAA), the National Association of Environmental Professionals (NAEP), and the IEEE.
Mr. Hunt received his Masters Degree from Virginia State University and his Bachelors of Science degree from Virginia Commonwealth University in Mathematics Education. Mr. He also served as the Chairman of the Economics Technical Subcommittee of the AIAA.
Mr. Hunt has been married to his wife Barbara for 42 years. They have two children and three grandchildren. He is an active member of Regester Chapel United Methodist Church. He serves on the board of his local home owners association. Mr. Hunt has been an active participant in local Public Service. He was elected to the Tri-County/City (TCC) District of the Virginia Soil and Water Conservation Board (SWCB). He served as Chairman of that Board in 2009 and Treasurer in 2010/2011. He was also elected to the Stafford County School Board from the Aquia District. He was appointed to the Stafford Utilities Commission and Served as Chairman in 2008 and 2009. He serves on the Agricultural/Purchase of Development Rights Commission of Stafford County. Mr. Hunt has serve as President and Secretary of the Stafford Education Foundation; a 501(c)3 IRS Charity dedicated to supporting public education in Stafford County.

Mr. Kilgore has twelve years of professional experience focused on cost, economic and risk analysis for the Department of Defense (DoD), National Aeronautics and Space Administration (NASA) and senior management in technology companies. His experience includes cost estimating and risk analysis, building complex economic models, budget formulation, justification and defense, acquisition planning, source selection advisory, and program/project management. Mr. Kilgore received a MS in Information and Telecommunication Systems from Johns Hopkins University and a BS in Commerce from the University of Virginia.
Jennifer Swartz
Kalman and Company
Jennifer Swartz is an Associate with Kalman & Company, Inc. with four years of experience in Department of Defense (DoD) cost estimation. She recently earned her Professional Cost Estimator/Analyst (PCEA) certification, and will gain her Certified Cost Estimator/Analyst (CCEA) certification in one year. She developed the Joint Program Executive Office (JPEO) Chemical and Biological Defense (CBD) pilot Will-Cost/Should-Cost estimates for the Common Analytical Laboratory System (CALS), and more recently contributed to the JPEO CBD Official Should-Cost Procedures and Guidelines. Ms. Swartz created the dynamic Marine Air-Ground Task Force (MAGTF) Command and Control (C2) Systems and Applications (MC2SA) dynamic cost model in Microsoft Excel, which accounts for multiple ‘what-if’ scenario’s for the Tactical Service Oriented Architecture (TSOA) software program. She is a 2007 Cum Laude graduate of The Ohio State University, where she majored in Finance and German and was the 2010 Society of Cost Estimating and Analysis (SCEA) Washington Metro Chapter Junior Analyst of the Year.
