Abstract:
In the 1990s, SCEA and AACE International, formerly known as the Association for the Advancement of Cost Engineering, not only were both members of the now defunct Joint Cost Management Association, but they also maintained a cooperative agreement that intended for members of the two associations to “benefit from increased knowledge of the activities and services available from the other organization.” While that document agreement unfortunately did not extend beyond 1995, there has recently been a joint effort to renew a similar type of agreement. As a testament to this, current AACE President Michael Nosbisch will present what will hopefully be one of the cornerstones of this renewed relationship – AACE’s Earned Value Professional (EVP) certification – which has consistently been recognized by PMI’s EVM Community of Practice as the only certification it endorses. Since the EVP examination and corresponding study uses the ANSI 748 Standard as its body of knowledge, the certification is not only relevant across all industries, it is especially relevant to associations like SCEA and AACE that espouse the use of earned value management (EVM) in support of projects and programs. In addition to discussing generalities about the certification application process and examination structure, Mr. Nosbisch will also discuss trends related to the kinds of professionals that currently hold the EVP certification as well as tangible benefits they have realized by doing so.

Michael has more than 23 years of experience in project management and controls within both the government and private sectors. He has worked for several of the leading engineering, procurement, and construction (EPC) firms in the industry, to include URS Corporation, Jacobs Engineering, Kiewit, and most recently Parsons Corporation, where he served as Vice President of Project Controls for their federal government-dedicated business unit for almost five years. Prior to joining Project Time & Cost in 2011 as Vice President and EVM Practice Lead, Michael was Vice President of Earned Value Management for SM&A. He is also an adjunct professor at the University of Southern California, teaching graduate level courses in heavy construction estimating and scheduling.
Michael is currently the President of AACE International, the professional association that created and currently administers the industry-recognized Earned Value Professional (EVP) certification. He holds numerous certifications himself, and is an active member of both NDIAs Program Management Systems Committee (PMSC) and the Energy Facility Contractors Groups (EFCOGs) Project Management Working Group (PMWG).
