Improving Baseline Execution – A Parametric Approach

Abstract:
Too often projects are undertaken without good visibility into the executability of the program baseline. Although baseline analysis and review (including IBR’s) may include staffing and Integrated Master Schedule (IMS) review, the baseline is often not compared back to the underlying cost drivers upon which the program was based. This can lead to baselines which appear to be consistent from a staffing/hours/schedule perspective, but which may be unrealistic based on the size, scope, and risk profile of the program. Parametric estimating tools can be used to provide the program team critical information on the realism of baseline hours and IMS schedule durations. In addition, the risk profile surrounding the baseline hours and schedule can be more accurately characterized using estimating tools. This presentation discusses how parametric estimation can help reveal a truer picture of the executability of a program baseline.

Mr. Sultzer has supported the US Air Force Space and Missle Systems Center for over six years, working on various space-based programs. He currently supports the Global Positioning System (GPS) Directorate in the space, ground, and user equipment programs. Mr. Sultzer has a B.S. in Mathematics/Computer Science from UCLA and an MBA from the Anderson Graduate School of Management at UCLA.
