Abstract:
This paper describes the latest release version of the QuickCost suite of cost estimation models for space projects. This version of QuickCost includes databases and models in spreadsheet format for five space project application areas which are 1) automated spacecraft, 2) orbital transfer stages (including a variable for human rated), 3) orbital modules (including a variable for human rated), 4) launch vehicle stages (including a variable for human rated) and 5) liquid rocket engines (including a variable for human rated). All these QuickCost modules adhere to the top level estimating approach–that is they “quickly” and simply provide an estimate at the total project level based on a handful of top level inputs. The paper provides a description of the suite of models and their databases, the derivation of the cost estimating relationships, instruction on how to access and run the models and related information.

Joe Hamaker is a Senior Cost Analyst with SAIC. He performs cost and schedule estimating, risk/uncertainty analysis, economic assessments, cost estimating tool development and related work for new and ongoing space projects. Before joining SAIC, Mr. Hamaker was the Director of Cost Analysis for NASA at NASA Headquarters in Washington DC where he managed independent cost estimates as well as the strategic management and policy for the overall NASA cost estimating process. Prior to NASA Headquarters, he worked at the NASA Marshall Space Flight Center (MSFC) in Huntsville Al in the Engineering Cost Office.
Mr. Hamaker has a BS degree in Industrial Engineering from Tennessee Technological University, a BA degree in economics from the University of Alabama in Huntsville (UAH), a MS degree in Engineering Management from UAH and a PhD in Industrial and Systems Engineering from UAH. He is an International Society of Parametric Analysts (ISPA) Certified Parametric Practitioner (CPP) and a Society of Cost Estimating and Analysis (SCEA) Certified Cost Analyst (CCA). He is active in ISPA and SCEA as well as the Space Systems Cost Analysis Group (SSCAG).
