Defense Acquisition University’s (DAU) EVM Checklist Workshop

Abstract:
As the Department of Defense (DoD) increases emphasis on Earned Value Management (EVM) as a project management tool, more and more program offices are finding themselves having to implement and then subsequently execute EVM on their contract. Although EVM is a project management tool, EVM responsibilities are routinely assigned to the business or financial management section which is typically staffed with financial management analysts and cost estimators who may have little or no EVM experience or training. Even if an EVM analyst is on staff, his or her experience and training can vary greatly. Recognizing the need for a convenient and comprehensive aid for implementing EVM, the Defense Acquisition University (DAU) has developed a checklist that covers the major EVM contracting requirements. This paper will discuss the decision process to determine if EVM should be implemented and if EVM is determined to be the right fit, what is then required on the contract.

Kim Hunter, Project Management Professional (PMP), Earned Value Professional (EVP), currently serves as a Professor of Earned Value Management at the Defense Acquisition University.
Kim has over 15 years Capital Planning and Investment Control project management experience in both the federal government and private industry. Kim retired from the Marine Corps in 2003. While on active duty she served as a Contracting Officer Representative for the 4th largest contract in the Marine Corps and the Budget Officer for the MAGTF Staff Training Program. She wrote several publications concerning Information Management, Command and Control and Administrative Operations. She served two tours at the Pentagon, working in the Office of the Secretary of the Navy and then for the Commandant of the Marine Corps. Her last tour on active duty was at a training command where she was the primary author for the Marine Air-Ground Task Force G-1 (Administration and Command) Operations pamphlet, which is used today as an authoritative guide for deploying G-1s and several other articles concerning Information Management, Command and Control and Administrative Operations.
After retirement, she served as a Senior Project Manager for the Navy-Marine Corps Intranet Project, as a contractor in support of the Department of Transportation, the Federal Aviation Administration, the State Department, the Department of Labor and the Department of the Interior. In all of these positions she has served as a mentor and proponent for EVM. She holds a Master of Science in Technology Management from George Mason University and is CIO University certified.
