Abstract:
The Control Account Manager (CAM) notebook is the key document for assisting the CAM and government action officer in the integration and management of the control account. The CAM notebook enables “single thread” analysis of the technical scope, integrated master schedule (IMS), resource loading profile, earned value (EV) performance data, and subcontractor costs. Past and present practice tends to focus on the financial and EV performance data, schedule and program plan data. The technical scope of the control account has largely been ignored. Consequently, disconnects between the technical scope, the IMS, resource loading profile, and EVM setup are seldom identified by the program office. Program risks coming from a common sense review of the CAM Notebook were not identified, and risk mitigation results were not tracked. These unidentified CAM notebook deficiencies and disconnects often led to poor program execution, schedule delays, inadequate EVM data, and cost overruns.
In this workshop, we will present a new methodology to examine in detail the technical, cost, and schedule content of the CAM Notebook from an integrated program manager perspective. We will demonstrate how this new integrated approach help identify inconsistencies, omissions and errors. Sample risks from CAM Notebook evaluation using the new methodology in recent Integrated Baseline Reviews (IBR) will be presented. We will illustrate how the program office can leverage these findings to improve execution of the integrated program baselines.

Eddie Hall
The Aerospace Corporation
Eddie R. Hall is Project Leader at The Aerospace Corporation (Aerospace) and has over 30 years of Defense Acquisition and Program Management experience. Mr. Hall leads and is a member of integrated program management teams assisting the Space and Missile Systems Center acquisition wings in all areas of the life cycle of acquisition with recent emphasis on design reviews and integrated baseline reviews. These teams provide integrated program management assistance to the SMC’s acquisition wings based on the wings’ specific current needs through hands‐on in depth analysis in concert with wing technical and business staff, and training workshops to improve the wings’ organic integrated program management capabilities.
Prior to joining Aerospace, Mr. Hall worked as a program manager and in other positions of increasing responsibilities for SAIC and other firms supporting multiple defense acquisition programs in the areas of acquisition management and technical execution. Mr. Hall also served in key business operations and program control positions in Air Force space and missile program offices at various levels of command including the Air Staff. Mr. Hall is a graduate of numerous DoD level and Air Force acquisition and management courses of study. Mr. Hall earned a baccalaureate degree in Accounting from the University of Tennessee, Knoxville, and a Masters in Business Administration (MBA), Quantitative Methods, from the University of Southern California (USC).
Nhung Tran
USAF, Space and Missile Systems Center (SMC)
Nhung Tran is Chief of the PMAG Program Assessment Branch at SMC, Los Angeles AFB, and has 25 plus years experience of Acquisition Management and EVMS implementation. Ms. Tran has led and managed Government teams to execute and/or support Integrated Baseline Reviews for numerous DoD and non-DoD acquisition programs.
Prior to joining SMC in 2007, Ms. Tran began her civil service career with Defense Contract Management Agency (then named the Defense Contract Management Services) in 1984. Among various assignments within DCMA, she was Earned Value Management (EVM) Specialist for DCMA EVM Center of Excellence; Project Engineer and Program Integrator for program managed by NASA, Missile Defense Agency, Army, and Air Force. Nhung currently provides integrated program management assistance and application training to acquisition Wings at SMC, Los Angeles AFB. Nhung holds a BS degree in Chemical Engineering from Cal Poly, Pomona, CA and an EMBA degree from University of Tennessee, Knoxville, TN.
Mun Kwon
Dr Mun Kwon Consulting
Dr. Mun H. Kwon is President of Dr Mun Kwon Consulting Company has over 29 years of Engineering Management and Program Management experience. Dr. Kwon manages and leads Program Management Assistance group (PMAG) as a senior acquisition adviser to support the Space and Missile Systems Center, providing integrated program management assistance to the SMC’s acquisition wings, and training workshops to develop integrated program management capabilities across the acquisition wings.
Prior to being a consultant, Col Kwon (Ret) worked as Deputy for Program management and Integration Directorate, SMC, LAAFB, CA. He led SMC’s Program Execution and Analysis Group, Acquisition Center of Excellence Group, and PMAG to support the SMC mission. His career has a wide variety of acquisition program management, education, HQ USAF air staff, and materiel leader assignments including Solid Rocket Motors business manager, Launch vehicles acquisition manager, Titan 34D Solid Rocket Motors Production and Launch Services project manager, Space Shuttle Payload Integrator, Advanced Space Technology program manager, USAF/XP chief scientist, professor of systems management, National Defense program control chief, Dean of education and technology, National Defense University, major acquisition national space systems program manager, and commander of materiel acquisition group.
Dr. Kwon earned a baccalaureate science degree in chemistry from the University of Maryland, a master’s in Systems Management from the University of Southern California, second masters in Strategic Studies from the Air War College, and doctorate in Management from the United States International University.
