Abstract:
The Integrated Critical Scheduling (ICS) methodology is an in-depth guide to ensure client and stakeholder overall objectives are exceeded. Integrated scheduling is one of the most critical facets of project management within a developmental government program. An Integrated Master Schedule (IMS) is the foundation upon which a project’s cost, schedule and risks are objectively managed. It also serves as the foundation for time-phasing of the project’s resources. Thorough IMS data analysis yields accurate current and predictive indications of the health of the project as well as increases the value of complimentary products such as the Work Breakdown Structure (WBS), Integrated Master Plan (IMP) and Organizational Breakdown Structure (OBS).
The Integrated Critical Scheduling (ICS) Methodology is an innovative acquisition-based methodology created by Booz Allen to develop, edit, analyze and maintain an integrated master schedule, which is a critical enabler for achieving on-time acquisition phase completion. It is divided into three phases that capture actions and examples from program inception to production as well as encompassing industry best practices, government standards and experiences within both.
During the initial planning (Phase One), decisions about the structure of the IMS are determined to define the people, processes and tools that the program will be utilizing. Phase Two concentrates on implementing the aforementioned items, refining a manageable baseline and controls of the baseline. Phase Three focuses on the execution of repeatable, reliable IMS management and relevant schedule products.
The ICS methodology offers comprehensive documentation for defining IMS requirements, provides a superior means to implement an IMS and associated processes, and sets a new precedent for analyzing IMS data. Most government program management offices that require the use of an IMS do not meet the minimum requirement set forth by the DoD. The ICS methodologies will insure that all necessary schedule requirements will meet or exceed expectations.
Processes and products derived from the ICS have been founded upon experiential best practices, sound scheduling principles and proven methodologies, many of which were influenced by Future Combat Systems (FCS). In addition, this preemptive scheduling tool is fully compliant with the fundamental guidance set forth by the DID-81650 and the DCMA Schedule Assessment Guidelines, and accommodates the complexities that the Defense Authorization bill for fiscal year 2008 and Directive 5000.02 have imposed. Implementation of the ICS Methodology is invaluable in developing the IMS, in conducting critical path, Monte-Carlo and other analyses, and in maintaining the appropriate level of PM oversight of Industry Contractor schedules. An added benefit is that this methodology is scalable to programs of varying size and complexity. ICS can be applied in its entirety to manage large acquisition programs or be pared down and tailored to fit specific client and program needs.
