The Need to Modernize Cost Estimation
In the last ten to fifteen years the government contracting industry has substantially quickened the speed of technology delivery. This emerging change has forced cost estimation professionals, as well as acquisition professionals of all kinds, to change their own processes to keep pace. In fact, it can be argued that cost professionals face the greatest hurdles as they try to ensure that their deliverables do not spoil on the analyst’s desk and stay relevant all the way to the customer’s doorstep. Cost estimation shops can benefit by changing their service to match customer needs and delivery tempo, add instruction in software products to analyst training programs, and extend the scope of “cost” to include budget formulation. This presentation also touches on other aspects of transformation such as cost organization infrastructure and repeatable processes.

Ed Spriggs
Managing Partner, Logapps LLC
Ed Spriggs is a co-founder and Managing Partner of Logapps, where he is responsible for research, analysis, and IT software acquisition program delivery to clients across the Department of Defense, the Federal Judiciary, and civilian agencies. Mr. Spriggs have over 20 years of experience in Federal Acquisition Strategy, Business Case Analysis, and Cost Estimation. With expertise in developing estimates and decision analysis products using cost models, Mr. Spriggs directs the Logapps team in cost-benefit analysis, risk assessment tools, and data-driven IT software acquisition insight. Prior to founding Logapps, Mr. Spriggs worked as an Associate at Booz Allen Hamilton and as an analyst at MCR Federal. He holds a BA in Economics and an MBA from the College of William & Mary and is a Certified Professional Logistician (CPL) through the Society of Logistics Engineers (SOLE).
Kevin McKeel
Managing Partner, Logapps LLC
Kevin McKeel is a co-founder and Managing Partner of Logapps, where he is responsible for the growth and management of the firm, as well as customizing unique client solutions. With more than 25 years of experience in management consulting and IT cost estimation, Mr. McKeel directs the Logapps software analysis team in support of clients including the Internal Revenue Service (IRS), U.S. Courts, U.S. Navy, U.S. Coast Guard, U.S. Army, and Department of Homeland Security (DHS). Mr. McKeel is a Certified Cost Estimator/Analyst, and received the prestigious 2021 Technical Achievement of the Year award from the International Cost Estimating and Analysis Association (ICEAA) for his research and development of automated software sizing techniques using Artificial Intelligence and Natural Language Processing. Mr. McKeel holds a BA in Business Administration and Finance from James Madison University and an MBA in Business Administration Decision Systems from The George Washington University.
