He is also currently the President of Advanced Concepts and Technologies International, LLC (ACT-I) a company providing “Total Acquisition Management” and Foreign Military Sales (FMS) support. For the past 30+ years Neil has been the principal author for the Department of Defense’s military standard on Work Breakdown Structures (MIL-STD 881).

She has supported a variety of Navy and Marine Corps Programs to include Aegis, Railgun, and Ground Air Task Oriented Radar (G/ATOR). Ms. Anderson entered civil service in 2015 after receiving her Bachelors in Mathematics from Old Dominion University.

Henry Apgar is a cost engineer at MCR, with 45 years’ experience developing parametric models and statistically-based parametric cost estimates. Hank is a lifetime ICEAA member and a Certified Cost Estimator/Analyst (CCEA), with a degree in electrical engineering and an MBA. He authored the Cost Estimating Chapter for the Space Mission Engineering Handbook. He is co-founder and past president of ISPA and recipient of their lifetime achievement Freiman Award.

Katelyn Barbre has been working as a cost analyst in support of current and future Naval combat systems using Agile and non-Agile development processes. She has a BS in Applied Mathematics from Mary Baldwin University where she completed her thesis on modeling biological systems. Prior to starting her career at the Naval Surface Warfare Center Dahlgren Division, she worked in the accounting field as a bookkeeper and auditor.


Bill Barfield

Bill has worked in basic R&D, information systems technology, and cost estimation for Federal and corporate clients. He is an Air Force veteran, a research scientist in Navy underwater acoustics, and experienced in software development. He has provided cost estimation for the Air Force Cost Analysis Agency, the Internal Revenue Service, OSD/Health Affairs, Federal Bureau of Investigation, Missile Defense Agency, Federal Aviation Administration, Department of Agriculture, and US Navy. Bill is an avid soccer player, has a MS in Technology Management from University of Maryland University College, a BS in Mathematics from Old Dominion University, and is CCEA certified.

A Certified Cost Estimator/Analyst, Erin serves on both the Canadian Chapter and International boards of the International Cost Estimating and Analysis Association.

Joe Bauer is a Solutions Consultant with PRICE Systems. Joe joined PRICE after twenty years of service in the US Air Force. With over 35 years of life cycle cost estimating experience, Mr. Rich Bazzy has been providing SME cost analyst support to the Army’s Tank-automotive and Armaments Command (TACOM). Before joining Technomics, Mr. Bazzy served as the Chief of TACOM’s Cost and System’s Analysis (C&SA) Office where he managed, led, and developed Life Cycle Cost Estimates (LCCEs), BCAs, and Earned Value Management (EVM) analyses on many of the Army’s primary weapon systems.

Brian holds a Bachelors degree in Chemical Engineering from the University of Notre Dame and a Masters in Operations Research from the Naval Postgraduate School. Brian is a certified cost estimator/analyst.

Paul Brown is a senior analyst with Systecon North America. In his current role, Paul provides life cycle logistics and sustainment support within the DoD, analyzing the trade-offs between system costs and readiness. His prior experience in the defense industry has included a wide-range of cost estimating and analysis and workforce analysis supporting various members of the Intelligence Community, as well as the Army, Navy, Marine Corps, and select civilian agencies.

Kevin Buck has 25 yrs of portfolio, investment, and performance management experience in public and private sectors. He is Task Lead for MITRE’s “Comparing Cloud Costs Equitably” capability development and the Army Enterprise Data Center (AEDC) Rate Card. Kevin served the US Navy as an enlisted Electrician’s Mate and Officer. He has also served as workshop chair and presenter at several professional symposia including ICEAA and DODCAS.

Rachel Daugherty is the Agency Architecture and Planning Cost Manager for the Cost Analytics and Parametric Estimating Directorate of the Missile Defense Agency. Ms. Daugherty received her Bachelor of Science in Biology and Master of Business Administration degrees from the University of Alabama in Huntsville. She is a co-author of several textbooks (The IT Measurement Compendium: Estimating and Benchmarking Success with Functional Size Measurement; Program management toolkit for software and systems development; Practical Software Project Estimation; and others,) and is a frequent speaker worldwide on estimating, measurement, ISO standards, project management, communication and quality. Ms Dekkers is a Past-president and former Director of Communications and Marketing for the International Function Point Users Group (IFPUG). Dr. Smart has BS degrees in mathematics and economics, and a PhD in Applied Mathematics.

Jack entered civil service in 2011 and earned an MBA in 2013 while supporting the HC/MC 130-J and F-22 program office where he developed cost estimating relationships and supported business case analyses.
